Biography
Dr Célestin Ndikumana, PhD, MBA, is a Senior Lecturer and Head of the Department of Governance and Public Administration at the University of Rwanda. He holds a PhD in Human Resource Development and a Master of Business Administration and is a graduate of the Consortium for Advanced Research Training in Africa (CARTA). Dr Ndikumana's multidisciplinary work bridges public administration, organisational management, and health-systems research. His principal areas of expertise include public-policy analysis and implementation, governance and service delivery, organisational behaviour, workforce performance, human resources for health, health economics and financing, institutional resilience, and leadership development. His research has examined health-worker retention and participation in decision-making, performance management in public hospitals, nutrition, urbanisation, wellbeing, and governance reform. He has substantial experience in multidisciplinary research, competitive grant development and management, postgraduate supervision, and the creation of institutional frameworks for advanced research training. At RDCH, he leads work on health-systems governance, workforce planning, institutional capacity development, policy analysis, and the translation of research evidence into policy and practice.
